Because Brazil has adopted the federalist form of government (reflected in the institutional design of legislative authority in environmental material) and its territorial extension, the issue poses a number of difficulties, primarily because the borders between States and the rigid forms of administrative action are supplanted by environmental questions as a result of the interwoven nature of the ecosystems.
